What should the Chinese government do if they want to have a viable panda population?

From an evolutionary perspective the panda is probably destined for extinction sooner rather than later because of its very limited diet. Although the panda population has grown a little reintroducing animals bred in captivity has not been successful. I love seeing pandas (San Diego Zoo and the National Zoo) and highly value their existence yet I also struggle with the fact that they are ill equipped to thrive under current conditions. It would be better to work toward getting people to move away from panda habitat and then setting aside large tracts of land but money is flowing in for the captive panda project and not habitat protection.
